There's a Giant Rincon that my next door neighbor is letting sit unwatched, unchained, unmoved, and unloved (totally exposed to rain, etc.) on the shared front walkway of my apartment. It's been there, not moving, for weeks. It's a 17" frame (It says so right on the side), which might be a bit too smallish for me, but I wouldn't know unless I test rode it.
If I was to knock on their door and say "would you like to sell this bike you don't ride---" What would be a good opening offer?
Any ideas? I've been batting around the idea of getting a bike for some time, and if I could score a cheap one, that would rock.

Take it for a test ride, then ask questions.
Bolt cutters and / or a cordless Dremel would allow you to rescue the unloved orphan.

If it's been neglected, offer $50 and see what happens. I wouldn't pay more than $100 for the Rinchon if it's been neglected/abused.

What does a new (or equivalent) bike go for? It's got Shim. Acera front and rear derailleurs, grip shifters, and an RST fork.
Totally nothing special, just wondered if it would even be worth asking about.
For fifty bucks, it might be a maybe, maybe, but only if it feels right.

That's about a $300 bike new! Maybe a bit more $350 tops!
According to your description of the condition of it, $50 is about all it's worth. If it was in good shape, No rust, everything worked well, no signs of tire wear, I'd go $100. Any more than that and you can do better buying another bike.
