so i am indecisive unable to decide between two bikes, one is a duratec t8 perfect condition the other one is a classic schwinn madison with a small amount of rust near the bb and $160 cheaper i am going to be using it for riding on the track and the road and i can't decide if i need another steel frame or if it is time to go with an nice aluminum frame so you decide for me.

Do you need the money, or do you need to free up space?

Doublefail.
Actually, triple, because you're asking others to make a decision for you.

I like the Schwinn Madison a lot more than the Duratec T8, but I am notoriously strongly biased towards steel frames.
Maybe a pic of that rusty BB?
Also, are you talking built-up bikes or framesets only? If it's bikes, it would be nice to know the components in question. The Schwinn comes with very basic components by default, but I dunno about the Duratec - it might be even worse for all we know.
The Duratec seems slightly better suited for the road, geometry-wise. I don't like the fact that it uses an integrated headset. Pressed-in cups make so much more sense in the long run.
