I'm planning a bicycle trip to east Texas. In trying to spend as little time as possible riding the shoulders of main highways, I'm wondering if the road across the Lake Ray Hubbard dam is accessible by the public.

That stretch is a public road with wide shoulders. There is a ton of debris on them usually, though.

I ran across this image which shows what looks like a fence across the road.
It looks like I'll just have to jump on Hwy 80's shoulder for about a mile. Once across the bridge, I can get back onto the service road.

Well you could do that, or you could go via Rowlett and take Hwy 66 which is a bike friendly bridge and puts you in quaint downtown Rockwall.
Or you could take the 80 frontage road to Lawson Rd, south, cross I-20, left on Lasater / Simonds, cut the back way thru Seagoville to Malloy Bridge, cross the river there. End up at the intersection of I-20, FM 740 and FM 2757. Longer but much safer, on some nice back roads.
I would not recommend getting on US175 thru Seagoville / across the river, as I recall there are no shoulders thru there.

The dams at Lake Ray Hubbard and also at Lake Lavon are closed to traffic due to 9/11 security issues, I believe. Also, not necessarily posted, but they don't want you taking pictures of the dams.

I'm going to fiddle around with my route a bit. As it turns out, my destination, (just past Mineola) is ~85 miles from my house. If I'm going to go 85, I might as well shoot for my first century, so adding a couple of miles to go up to hwy 66 or south to Malloy will be no problem.

by taking 66 over LRH you could take a right on Ridge Rd and that turns into FM 740 after I 30. Stay on 740 thru Rockwall, Heath and into Forney. Once in Forney you are past the lake with multiple ways to get into Terrell and out to Mineola.
