Winter Cycling - Sizing a pair of tights

If you plan to wear cycling shorts under your tights, do you normally order them one size larger?

For example, I'm looking at a pair of Performance triflex tights. Per the sizing chart on their website, Performance specs a "medium" size as 32" to 34" & a "large" size as "36 to 38". I have a size 33" waist. Which size would you recommend I purchase?

I can't speak for anyone else, but I don't and it works out fine. I just have to careful to order the tall sizes. Otherwise they fit me like knickers.

Tights stretch. I wear the same pair no matter what I am wearing underneath them.

My PI tights fit fine with cycling shorts, long johns, and warmers underneath them. Likewise with nothing. However, I like support so at the very least I wear cycling shorts under my tights.

I'm your size waist with big thighs and butt (not fat, but not skinny). I use size medium over shorts. They are snug fitting in a supportive way. However, there's plenty of room to slide my hand in to smooth out any creases in my shorts.
