This may seem like a stupid question but I'm a newbie so please forgive me.
Just out of curiosity, why do some people wear their shorts over their tights and vice versa. Are there any advantages in wearing one over the other or is it just more comfortable one way?

if you are talking about cycling specific shorts, with a chamois, you wear the tights over the shorts.
the chamois is supposed to press against your bare undercarriage.
I only wear tights over shorts. My tights dont have a chamois, but some do. Dont torture your
crotch with the seam of your tights- wear the shorts under them.

I bet you aren't seeing shorts over tights but shorts and leg warmers.

Rather then use a full set of tights when the weather is cool and might warm enough to ride with shorts many people use leg warmers. They are easier to carry if you take them off. They just look like you are wearing shorts over tights.
They make arm warmers too.
