i just made this instructable for making a backpack mountable on your bike. thought i'd post a link. I just made mine a couple days ago and it's been working great so far.

Looks like the load is actually carried by the "knot" on the bungee hook. Too much slack in the web loop would allow the loop to bounce off the "knot". Has this been a factor in your tests Professor?

that's true, maurice. you just have to make sure that you don't make the loop too big. i'll add a note in the instrucable to make sure that point gets across.

The design is interesting, but not sure if the pannier might pop off the rack.

I hooked up a similar design, but using framing angle brackets ($2 at ACE.. enough for 2 bags) and some bolts and washers (to really snuggly fasten the hook.)

[Note: I do not use the bungee hooks to hook to the pannier...] Bungee is held in place with zip ties.

I've used these for 6 months or so and no problems.
