i doubt theyre fixies, in my old neightborhood bmxs with no brakes used to be called runners generally meant the bike was stolen and is or was used for drug trafficking,grafitti,other bike thefts and various crimes. the idea of no brakes is "if you have them you might hesitate and use them".

Nope. left hand drive so you can grind right side and not damage your sprocket/drivetrain. Brakeless is a style of riding that has become very popular in BMX now:

i knew about the brakeless bmx stuff, i remember the flatland riders i used to look up to in the early 90's causing a ruckus for taking their brakes off, and getting better at tricks.
i've just never seen a left side drive on a non-alt-bike...

This is true... you would hesitate, no go through traffic, don't wait for the light to turn green.
I also think its partial non-understanding of bicycle mechanics or laziness... I still find it a hassle to rerun hand brakes
