Okay, I am looking at different bikes, and had a question how do you tell the frame size?
I am 5'11 at 210 with an inseam of 31" what would be an starting point as to frame size?

I'm 1.81m and 95kg and ride a 56cm (large) road bike and an 18"(medium or large) mountain bike if that helps

I'm 6' w/ a 30" inseam and prefer 20-21ish.
IF you actually mountain bike, you want a little smaller.

This helps, How do you measure the frame?
usually
length of the seat tube (centre of BB to top) to a horizontal line from the top of the head tube for road bikes
length of the seat tube (centre of BB to top) for mountain bikes

My numbers are almost identical, I have a 54 cm road bike (Trek SL1000).

It's also going to depend on the manufacturer, but at your height/inseam you would probably be comfortable in the 17-20 inch range. I'm 5'8 with a 31 inch inseam and ride a 17. If its a moutain bike you want to be able to straddle it and have 2 inches of clearance between the top tube and your tender bits.

Center to center is more common but it makes little difference. I'm 5'11" with a 32" inseam and I ride 58cm road, 19" mountain
Some people find that, given the options for seatpost length these days, you should really just determine how long a reach you will need. This will be a combination of the frame's length and the stem length. Then, you just buy the right size top tube (measured C-to-C) and stem and go with a seatpost that gives you the height you need.
Unfortunately, this is queered by the concept of "effective top tube length" for sloping top tubes. Still, it works pretty well, and avoids the issue of seat-tube length discrepancies and extensions and seatmasts that stick WAY up above the top tube.
There AIN'T a good way, other than to find someone you trust who knows some of the tricks.
I'm 6'3" with a 32" inseam and also ride a 58-62cm frame. I own ALL of the sizes in between. The most important length, for me, is top tube length. I prefer a 58.5cm top tube with a 120mm stem. How'd I find this out? I bought something back in 1987 and messed with it for 20 years.
