Did anyone else that's gone from a hardtail to a fully feel like they got slower? Maybe my legs aren't used to the extra weight going from a 23lb hardtail to a 26-27lb fully?

I went from a 22lb fully to a 19lb HT and felt like I got faster.

Look at lap times though. HT will often feel faster even when it is not just because it bounces you around more. Think about a jeep on a fire road vs. a car on a highway both going 60mph. The car will feel like it's moving a lot slower than the jeep just because it's a lot smoother.
4 lbs is big though. Lighten that sucker up.

I climb faster with a hardtail than with a fully, but for me the fully has almost an unfair advantage while descending, and on singletrack. The thing is, it is easier to pass others while climbing, and it's generally impossible to pass while going downhill fast.

This month I had 3 races on my FS (my only mtb now) and in each race I got passed by others on the climbs, and got stuck behind the same guys on the downhills. Lost many places like that, it's quite frustrating.
