American DST started this weekend on March 9. European DST doesn't start until March 30. So before March 9, 14:00 GMT was 10:00 EDT. Between March 9 and March 30, 14:00 GMT is 11:00 EDT. After March 30, 14:00 GMT will again be 10:00 EDT.
Point being, coverage did indeed start at 14:00 GMT.
