There is just too many tires and rims to choose from. all of them saying that they are "super light weight and ultra durable for any condition" or the like. I want to get a new set of rims that are all black preferably, and are actually good rims. price range up to $200

Velocity Deep V is the standard. On eBay for about $260 shipped. If you don't want to spend that much check out the Weinmen DP18's. Go for about $170 shipped on eBay. Not as good quality as Velocity, but they get the job done.

weinemann DP18's are a good value. you can get them online for around 140-160. i know i've seen an all black set on ebay before, both machined and non machined.

some sells some all black wheels, but i think the price is around $220 or so, and i don't remember who the manufacturer was/is.

The rims that come on tomasinis are good! Check ebay.
