I guess you could get a wire brush at the local Gun & Ammunition Shop. They sell them for cleaning rifle barrels.
On several occasions I used silicone caulk to plug the seat tube, to prevent dirt from getting in there.
Yesterday, I inspected my bottom bracket, and there was some dirt inside the BB shell. The dirt must be flung up by the rear tire and then fall in the seat tube.

Tie a string around a big ball of brass/copper wool so you have about 3 feet of string at each end and use the string to pull the wool back and forth inside the tube.
Why do you want to do this? The top tube and down tube are going to be just as filthy and you can't really physically clean those.
If you are getting water in the seat tube, the solution is to drill a couple of big holes in the BB to let water drain.

Someone on another thread once mentioned a trombone cleaner, but I have no direct experience. Sounds promising, though.

I only care about the tube for the distance the seatpost will travel -- not all that far.
For that, I use a long, thin brush that I bought at a hardware store (maybe called a "bottle brush"?), along with some WD-40 (or degreaser or ....) and do a pretty quick plunge and scrub, followed by the same thing, but with the brush wrapped in a fairly clean rag.
If I really wanted to clean ALL the way down, I'd drill a small hole in the handle of my bottle brush, tie fishing line (or equivalent) to it, and then push IT down much farther with a dowel (or equivalent). Then, using the fishing line (or extra brake cable or....), I'd pull the sucker back up.
Hopefully ;)
But I've never worried about that kind of all-the-way-down clean, personally.

Thanks all. The bottle brush seems good. I thought of a wire one so that I could get off any rust.

As noted, a shotgun cleaning rod with a bronze 10-gage bore or chamber brush should work fine. Any Wal-Mart's sporting goods department has them.
