Even so, keirin frames in that size range are pretty rare. The largest I've seen with any regularity is a 55cm.

Poster parkerlewis has some decently priced new track frames coming from the old Vivalo people. They're not super cheap, but they're inexpensive relative to the cost of a used large keirin frame or another semi-custom.

Hi- my boyfriend just bought a njs keirin frame at this website below-
http://njs-keirin.blogspot.com/
they have like 60 frames right now!!
it was super easy- the shipping was only $90 from Japan to the USA and it arrived in under 1 week!! He had a great experience.
the other websites we looked at where:
http://njsframes.blogspot.com/ Similar web name but DIFFERENT person
also look at:
http://keirinculture.com/
and
http://fixeddy.blogspot.com/ He marks things up pretty high. He is selling a SAG bag for twice as much as my boyfriend found online. he mentioned other things marked up too.

The prices on that first link are crazy for rusted and dented frames. Just ****ing nuts.

NJS frames are way too inflated right now to be considered for anything other than a status symbol.
I've owned 3 and all were purchased for under $650. The first one, ~$375. Good luck finding anything that low now...
One more that wasn't mentioned:
