looks like an aerobar-ish thing. which seems rather questionable for "city riding"

I think it's something like the spinaci bars some road riders use.

It's for mounting lights, computers, bells, etc...
There were some flat bars a while back that had the same thing. They were designed for commuters and tourists. But people started using them as mini aero bars and all the sudden a bunch or racers were using them.
I don't think that that use of them on these bars would be quite as useful since you've got the extension anyway. But on flat bars aparently they were great.
