Did Bailey ever take the oath of office? Are there term limits? Maybe the competition should be opened again, although it's gonna be hard to beat a dog wearing goggles and a rocket strapped to his back.

No reason the Mascot can not have a staff and some advisors.
I think that would be fine so long as Bailey realizes Thunderhead would view herself more as a Puppetmaster than anything else. She is a cat, after all. :D

He can live with that. No one would try and tell her anything else. Bailey has plenty of experience with a cat's point of view. No reason to argue with a cat !
