Mountain Biking - size a bike for a 3'5" little person

...what is his inseam measument?
I can't imagine how any stock frame would come close to working...what size wheels would be suitable?

Bike Friday, mostly a folder company, has a lot of experience with this type of bike sizing. I recommend checking them out. My guess is that 6" of travel is out of the question, but what do I know?

Look at women's models, which have shorter top tubes. Standover is important, too. I'd think a 24" wheel model would work best.

But they don't come cheap, y'know, with the Romic rear shock, Hayes 9, Le Tigre bars, and Shimano XT rear hub.
EDIT: Don't have the brake or rear hub in that shot. Oh well.

There isn't a lot out there in serious child sized full suspension bikes (Yes, I know this is not a child). A frame builder could probably make something custom offering more suspension in a 24" wheel.
