I'm going to attempt to convert an old road bike into ss/fixed gear. Someone has offered to sell me a used wheelset with Weinmann SP17 (http://www.weinmann-rims.com/FENYE/0SP17.htm) rims and Formula track hubs. That's all I know about them until I get a chance to see them. He wants $95, does this seem like a reasonable deal so far?

No way. You have to haggle.

Then what's a good price that I should try to get him down to?

95 is actually pretty damn reasonable, assuming the wheels are in good shape. the same type of wheelset would go for around $170 new, i think.
you should see the rims in person, point out a couple flaws (i.e. if they are slightly out of true or the hubs need new bearings), and haggle down to $80.

I don't know a lot about that rim, but there's no way that wheelset should go for $170. This looks to be a similar wheelset, and it goes for $110 new. So yeah, it's probably not a very good deal. Talk the seller down.
nevermine if it's a good deal, you should be asking if the wheels are any damn good.

I'll probably take a look at the wheels tomorrow to make sure there are no problems with them. Meanwhile, I found the wheels for sale at NYC Bikes (http://www.nycbikes.com/catalog.php?item_type=Wheels&item_cat=COMPONENTS), but I'm not sure they are 100% identical. They meet the description, Weinmann SP17 rims with formula track hubs, they're going for about $90 new each.

i sell stuff on CL all the time. i hate nerds who try to lowball an already low price. $95 is the bottom. if you sit there and hem-haw over it, somebody else will buy them at the already low price. then you will cry over your missed opportunity.
I had those wheels once and I liked them very much. you can find them being sold by people who bought the KHS flite 100 and swapped out the wheels. they're decent light wheels.

Maybe if it was a complete stranger, I would be an ass and try to lowball but he's kind of a friend of a friend.

here's how they looked on my bike (non-machined sidewalls). They were stong and light. I really think they're a good deal if you get formula hubs. I've since gotten rid of this bike.

Right now all I've got is a pair of Primo BMX grips, riser bars w/oury grips, 3 black 27.2 seatposts, a black saddle, small dropbars w/white bartape. Cheap if u need any of these.
