Good thing. The sticker is required by the CPSCis the bike is not properly equipped for riding at night and/or is likely to be sold by a retail outlet whose employees are unlikely to familiarize the buyer with what local laws are.
Why on earth would you be concerned about a safety warning on a bike sold exclusively at Walmart?

First thing I thought when I saw the picture of the whole bike. You SHOULDN'T ride that bike how it's standardly equipped at night.
Also it's probably a liability thing, sue-happy Americans and all.

You got it all wrong; Walmart bicycles are made and sold by blood sucking vampires. Salvation will come from a carbon fiber stake brandished by a Serious Cyclist through the Merchant of Death's black heart. Ain't that right, Mr/Ms OP? :rolleyes:
This is another benefit of riding old classics -- no stupid warning labels. :)

It's either a taxi service, in case you're still riding at sunset, or for Domino's pizza and you can get a ride back with the delivery guy.

One of my friends has a department store hardtail MTB with a sticker warning against riding off road!
I'm proud of that sticker on my ZooBomb Magna High Fashion.
Mine says
Be Safe Wear a Helmet
Obey Traffic Laws
Do Not Ride at Night

Not a safety sticker but a warning nonetheless:
^^^ Careful, that sticker may get your bike cut up in little pieces when some security guard starts looking for the explosive. It has happened before.
