I believe it is just one of those vBulletin features that can't be changed.

I believe it is just one of those vBulletin features that can't be changed.
If memory serves me correct it can be changed, but it's a global setting which impacts on the entire board rather than indivudual forum sections/subsections. Since it'd be inviting chaos for it to be enabled anywhere other than specific and relevent sections (e.g. a Swap Meet where topic posters would benefit from the ability to mark trading topics as completed etc.) it's rarely enabled on any forum board.
I could be wrong in the recollection, though. I've not done much Vbulletin configuring.
