You could try a TerraCycle (http://www.terracycle.com/Merchant2/merchant.mvc?Screen=PROD&Store_Code=T&Product_Code=accmt&Category_Code=Acmts)mount

or a Spacebar (http://www.performancebike.com/shop/profile.cfm?SKU=22874&subcategory_ID=4323)

The Space bar could be rotated downward to hang below your bag.
Or, alternatively, you could mount the light on your head. It's more useful there anyway;)

Nashbar has a stub that allows you to mount the light on the fork blades.
Thanks for the ideas, never thought of putting it on one of the front forks good idea ;)

I've tried several options, and I keep coming back to putting a Fenix L2D on my flashlight. This is dirt simple, I don't even use a mount. I just keep a strip of velcro in the bag, and then run that through the helmet vents and around the flashlight.

I made a light mount for the brake bolt through the top of the fork.

There is also the Minoura "Swing Bar" though some have said they have had problems with it loosening up.
I changed the screws and use loctie and haven't had a problem
