What are my options?

For $450, you can buy a basic entry-lever CroMo frame, and that's about it. The Kilo TT is probably the most vintage looking available in your budget. Those bikes you posted all exceed your budget by a long shot.
Keep in mind I am willing to buy older, used bikes/frames
You're dreaming. Old and used track bikes are the most valuable these days. The very reason why you want one is the same reason why you won't find one for $450.
Find a closeout Bianchi Pista, get a Brookes saddle and a quill stem off eBay?
You could just about pick up a vintage bike on the Bay here in the UK for that money, but you must look hard. The SS/FG forum is a better bet for help with this.
yeah you and about a million other people are looking for an "affordable" vintage/ vintage-looking track bike. that's why there are no affordable ones.
i have a nice fantasy about wandering into some garage sale while on a road trip or something and finding a beautiful vintage track bike just my size...
it pretty much seems like with the exception of a random, very lucky find there aren't any affordable vintage track frames to be had anymore.

he has some pretty nice vintage track frames, but those prices seem pretty expensive... I guess he is just one person though, not nec. representative of english track prices. It seems like there were a lot of different small manufactures of track bikes in england, is it possible there are just more old track frames floating around?
A lot of non-bike people think my green Pista looks vintage cause of the color. On campus people ask me how old it... but pretty much everyone who knows bikes knows its an 07.
