Stop me if this is an old idea.
Along the same lines as the shirts with 'I support the POLICE', with the last word in a much larger blue font, here's my idea for a bike safety message to go on the back of a jersey:
'Smile. You are being filmed.'

Unless you want to have appeared to miss English class, that should be "you're" :)

I don't think you could make the message large enough to be read. Most peoples backs aren't broad enough.
The other thought that comes to mind is that most drivers who hit us, say: "I didn't see you."
It is an interesting idea though,

That would probably be construed as impersonating a police officer.
"Im a POLITE person", would be much safer.

Something tells me they would see "police" a little more often. However, as said above, I'd be worried about the charge of impersonating a police officer.

I saw a courier bag with a reflective keep left circle on it in a magazine - it might help on a subconcious level and would look okay on a jersey.

Wear a bike lock chain bandolier style over your shoulder.
Drivers will be nervous waiting at a red light with you.

I thought about a "SPEED LIMIT 25" sign on the back of my shirt. Hmm...I'm not sure it would help much when I hit a big hill and top 35...

Carrying what? A communicable disease? 10kg of unecessary fat?
I've been thinking about it and 'Smile, you're on camera.' is a bit snappier. I like it. Of course, I'd like to be able to back it up by actually being able to film traffic from my bike. Those little spy cameras would be ideal. I could put one on the back of my rack, and one on the fork and tape them coming and going. The recorder could fit in my pannier. Can you record two inputs onto the same tape with a sort of split screen thing?

I think whopping great big breasts on the back and front of the shirt would be the best idea. Men have a certain nack of spotting a pair from anywhere despite almost anything! Women also often pay attention to reassure themselves about their own body image.
It'll certainly get you spotted but quite possibly cause a few accidents as well... If however they don't crash into you then maybe it's not so bad?
