I'm prepping my bike so I can start commuting to work, but the current setup I have gives me heel strike with the pannier. The local Performance Bike store only carries one type of rack (Transit).
Is there a local bike store that carriers many racks that I can chose from or can help me have a proper setup?

Most touring/commuting specific shops are on-line merchants where they carry a good selection of racks and panniers. They will be able to assist you dealing with heel strike and recommend a suitable rack.
I've purchased racks and other equipment from Peter White, The Touring Store, and Old Man Mountain. They offer some racks with plenty of set back.

It wouldn't hurt to try REI. Also, I haven't spent much time browsing the store, but when I was talking with folks at Sand Canyon Cyclery in Irvine, they mentioned that they stock Arkel panniers - now that's a name only really known by touring/commuting cyclists!

REI has the Tubus Cargo 26, which would fit my 90's Specialized Rockhopper, but I'm not sure if it will clear my heel strike problem. Perhaps I will pick that up, with their 20% off ending tomorrow.
