i've got a formula track hub that i'm about to lace to a rim. it needs new bearings. will it be easier to replace the bearings before or after i build the wheel? does it matter?

doesn't really matter. Can be done before or after.

If you do it after, it'll be a no-brainer to whack the bearings out with the formula shouldered axle, if you do it before, you'd have to be a bit more careful and have it (the hub) set against a vice or some other similar in-moveable object before whacking.
