I want a rain jacket that turns into a vest and I want it to be able fold up really small to fit into my back pockets...also I'm kind of on a budget so no 300 dollar jackets

The Specialized Rain Jacket (http://www.specialized.com/bc/SBCEqProduct.jsp?spid=33110) doesn't turn into a vest, but folds very small. It is $80, but I've seen it on sale for $60 at two different stores. Works pretty well in the rain, and breathes too.

I like my Pearl Izumi Optik jacket. It is very light and breathable. Easily rolls up into half a jersey pocket. It is not as weather proof as a heavier jacket, but that is OK with me since I don't ride during extended rain storms. Price is about 1/4 of your $300 budget.

P.S. I'm not a fan of jackets that turn into vests. Those are usually heavier and bulkier than carrying both a jacket and vest with you. You can always wear them both at the same time for extra weather protection.

I don't know much about you or your riding habits, but unless you are sure that you are riding a ton in the rain (personally, I don't; but I know a lot of the hard core guys do), I would just buy the cheapest thing you can (30 bucks or so) and only use them when you have to. Just my 2 cents.
