You have the wheel quick release on the left and if you have to lay your bike down you lay it down on it's left side to protect the derailleurs. Also it is best to wrap the wire around the front brake cable which is on the right. So put it on the right. Leave enough loose cable so that the handlebars can turn in both directions without the computer wire restricting it. I believe that answers both questions.
Don't you have instructions with the computer? Almost all are available on-line if you don't. Just type "cateye mity 8 instructions" into Google.
