They are not UCI-legal for racing.

I am looking at a used one. Mainly because I like the way they look. I do not race at all, and am looking to pay arounf 1500-2k. I understand that they have a warranty for life. Is this true?

I don't know the details of the Y-Foil warranties, but most lifetime warranties are only good for the original owner.
Y-Foils are the kind of bikes that people either love them or they hate them. I happen to love the looks of it, and if I ever found a good deal on one in my size, I'd buy it.
