I just realized something pretty cool. On my new commuter with the 50mm suspension fork with lockout, I can set the preload to the lowest so it's pretty soft for the broken pavement but on flats and uphills, I can grab the front brake and while the front end's dipped down far enough, hit the lockout, the fork locks itself in the compressed state, which puts the front end 1-1.5" down.
