Is there much difference between these wheels? Can you put 700c wheels on a bike that currently has 27"?

You can but there may be an issue with brake reach. 700c is slightly smaller, so the brake has to be able to reach a little further. There is a better selection of 700c rims and tires.

Oftentimes you can but sometimes brake reach can be a problem. The fastest and easiest way to know for sure is to borrow a set of 700c wheels to test fit.

Or just measure and see if your brakes have an additional 4mm of reach. I find measuring is faster and easier.
