Excell tubing vs. ?

I've read the threads about where Excell tubing was made etc. But can anyone tell me how it compares to Reynolds, or Columbus?
I have the chance to buy a Gardin frame set mint made of Excell, I'd just like to make an informed decision.
Any info would be helpful.
