The chain was new in the fall and only has about 500 to 600 miles on it. It was a very salty 500 to 600 miles though and the chain is pretty rusty in spite of my soaking and relubing it every few weeks. So, even if it's not stretched, should I get a new one, or should I just clean it up as much as possible, lube it, and throw it back on the bike for next year?

If it correctly lubed up, doesn't have any hard links, shows no apparent sign of rust and is not stretched, I don't see why you'd change it.

really clean it down, relube again, and see if you can squeeze additional miles out of it during the early-fall.
