I have to use pen and ink myself, but you may wish to give BikeCAD (http://www.bikeforest.com/CAD/bcad.php) a try.
BikeCAD is free, BikeCAD Pro costs money.
What do you mean by a CAD drawing, just something you can build from, or are you looking for a photo realistic model for marketing purposes or CNC purposes? I build from a simple 2 D CAD drawing, and while one can develop a 3D view, it mostly comes from the parts themselves. Meaning the top tube plan view is not something I can/care to vary it's just the circular shape of the tube itself. Same thing would be the case with an S bend stay. What I do need cad for, or a good line drawing, are the tube lengths and miter positions. Ping me if that's what you need.
