On new MB/Ps, you can use hand gestures to scroll, resize etc any pictures.
Can these hand gestures also be used with other applications (ie those not made by Apple, like Adobe Photoshop etc) ?

are you talking about two fingered scrolling, grabbing the corner of the image to resize...stuff like that?
If so, yes you can use the two fingered scrolling trick on any document/application that you need to scroll down or side to side with.
As far as resizing images goes, if you look at the bottom right hand corner of the window you`re on, you should see a little box that has two diagonal lines pointing towards the bottom corner. Grab that and pull down/out.
The best way to get around in photoshop is to learn all the short cuts.
Eg. press command T to use the free transform tool (adjusts image size...not canvass size) etc. You can find a link to all the short cuts under the help menu.
