Peter White's shop is a good one, don't worry about 406/451 for tubes. He really knows his stuff and is a good source for dyno-hub and generator lights and studded bike tires.
You do need to know which type of valve you need, Schrader (normal American car tire/tube type) vs Presta (skinny euro-style with a tiny metal end cap that screws up and down, usually covered by a conical plastic cap about 1/2" long. Holes in rims made for Presta valves are too small to fit a Schrader valve, and you need to add an insert if you use Presta valves on a Schrader-drilled rim.

I am using 18 inch tubes on 451 mm rims and 20 x 1 1/8 tyres. The valve is schrader.

One thing to watch for. 406 and 451 tubes are both called 20", but 451 is too long for the 406 tire. GENERALLY, if the tube is measured in decimals (1.10) it is 406. If listed in fractions (1 1/8), it is 451.
Don't go for a tube that just says 20" (406 1nd 451). You will have fits. Schwalbe is a great place to by correct fitting tubes. You even have the choice if stem type and lengths.

Arghhh!
Peter White's prices were actually higher than shown on his website, but I ordered tires and tubes anyway. Hope the tubes fit. This small tire and tube lingo is very very esoteric and confusing.
