Has anyone recently bought a pair of new road shoes that came with slotted cleats? I'm looking for a pair that I can use on the track.

Take your brand of shoes and pedals to an LBS and he should be able to order replacements.

I'm looking to mail order a new pair of shoes, but I want to use toe straps and clips on track pedals. I haven't seen too many shoes in mail order catalogues that looked to include the "Old School" slotted cleats. Everything that I see are all for Look or SPD.

No, you're not going to find any decent track shoes in mail-order catalogs, you can trust me on that one. The thing to look for if you just want road shoes, without investing in special track shoes, are ones with small straps on top. If you get a strapy shoe, they'll just get caught in your toeclip and will be really annoying...
You can probably go to your LBS, and they can hook you up with the slotted cleats. I know most slotted cleats will fit right on shoes with the LOOK setup.
