Is it possible to have two different sets of wheels and be able to switch them freely without having to readjust the brakes? Or are there slight differences from manufacturer to manufacturer that would require brake adjustments each time?

I want two wheelsets for the cross bike, one for a road setup and one for an offroad setup.

Generally, if the rim width is the same you won't have to adjust the brakes (at least not too much).

What if you got two identical wheelsets just with different tires?

Thought about identical wheelsets, and will do that if necessary. Just thought it'd be more fun to shop for something new and different for the road wheels -- but I won't if it means having to adjust the brakes at all. Canti brake adjustments make me nervous.

i switch out all the time, and my rim widths are somewhat different. if you don't already have barrel adjusters, seriously consider using these:

two turns of the adjuster barrel and i'm good to go.

I don't have problems switching between and among very different wheelsets. Don't need to adjust the brakes between any of them, but there are a couple combinations where it's a good idea. Even then, I don't need to change anything but the cable tension. If your pads are in the right place they should be good for most any rim.
