I think it is for riding in deep snow.

Gets the derailleur up out of the way and may provide extra low gearing via the jackshaft/extra cog arrangement.

This looks like an interesting concept, don't know as it would be better than just having studded tires. If'n I could read it, that would help.

Studded are good for ice, but those look like they are for spreading your weight out over more area so you don't sink into the snow. I've seen similar setups used for the Iditabike. Its like a home-made Surley Large Marge.
