The relative ease would depend on what country you're currently in.

I know I've seen that lots of baby strollers use smaller pneumatic "bicycle-style" (plastic mag-style) wheels, but I don't know what the weight loading of these is.

I would warn you about buying similar-style wheels from surplus or general hardware sources. The wheels that are sold for things like garden utility carts are usually a much-lower-quality than you will find in a decent child stroller or a bicycle. The bearings in particular are very cheap--sleeve bearings, or loose ball-bearings in very loose races that totally lack dust covers. The spokes are often welded at the rim, too.

Bikepartsusa only seems to go down to 12"...

I think 12,5" is the standard. Try looking for old childrens bikes. I found some with plastic rims/spokes, much like the BMX rims/spokes wheels you can find. Bearrings could easely be changed on them if better quality was needed (not built for long trips or high speed. Wanted to use them on a trailer.

Try the local thrift store, old fashioned kids bikes had these. I actually just bought one at the Sally Ann.

Go smaller and use the ones from a "kick scooter". Built for carrying weight and speed. Would not make a "off road trailer" tough..

The problem is that there's not many pneumatic wheels that small that are used at high speeds, or over long distances--so they don't have good bearings.

You could use flat-track go-kart wheels. These will have good bearings and can be had as small as 6" tall but come rather wide (around 5" is the narrowest I think) and they will cost $$$ - like, a pair of wheels and tires may cost $200...
