so after i get my 600 dollar check from the goverment i will have about a 900 dollar budget for a cross bike...recommend me on...the only thing i ask for is it to have enough tire clearance for some studded tires in the winter =)

It might be 40-50 over your budget, but The Surly Crosscheck is pretty good bike for the money. It has clearance for 45c tires, with fenders. So You can almost run it as a 29er mountain bike. I've seen it on various websites, Bikes direct, universal cycles, Harris cyclery and others.
