how important is it to have a bb faced when using an external bb? what should such a process cost at a bike shop?

No way to tell without examining the hanger tube faces.

I doubt it would cost more than $25, not counting R&R of the BB.

Very important.

There's no way to guess if you need it or not. Get it done and have piece of mind. It will greatly extend the bearing life of your BB.

I've read the recommendation to thread in the bottom bracket cups/bearings and then attempt to fit the crank spindle through them. If the spindle slips through bot beraings with no drag or force, your bb shell is good. If there is any mis-alignment, have it faced. This should work with any one piece spindle like Shimano, FSA, etc.

This won't work with Campy UT cranks as both halves of the spindle go in separately and you can't get a good fix on alignment.
