The tires that came on my bike are 700x25...when I replace them I am wondering if there is any big difference between 700x25 and 700x 23 tire sizes?

You will notice a difference in rolling resistance, as well ride comfort.

Tire sizes are like womens' shoe sizes, one companies
23 is anothers 20 or 25. Better parameters to judge
tire with are basic cost: $10 tire will be distinguishable in ride character from a $40 tire. Wire beads tend to
be lower end but not necessarily as a few good tires
are available in both wire and kevlar bead. TPI (threads
per inch) has a bearing. Some tires are rated for racing
and have soft grippy tread that will wear out in 500-1000mi. Other tires are designed for urban warfare
with a nearly puncture proof carcass, yet not heavy. Look in online catalogs for names of tire companies then track down the manufacturers web sites for more detailed info as to the characteristics of different tires. Rolling resistance is poorly related to tire size, more to its construction. There are a lot of threads on tires if you want to search and you will find a lot of opinions.
In my experience, at a weight of !50#, 20mm are too
narrow for rear tire use, but do ok on the front. If you
are in the 100-130# body weight range 20mm may do
fine on the rear. If you are above 180# 25mm would
be a better choice but this is a bit arbitrary. The biggest determinant of ride comfort is inflation pressure.

I weigh 235 pounds and ride 700x27. Any smaller and I get lots of flats.
