I don't know anything about that rim, it looks like a house brand. But it appears to be built solid, though appearances can be deceiving. It should be fine.

23MM wide isn't really designed for skinny road tires. My MB rims aren't that wide!

It's a very good rim for a cyclocrosser or a commuter. For a competition road bike, the thing is a bit too heavy. I ran a set of these laced to Deore hubs for years on my commuter. Now I have a set laced to WTB LaserDisc hubs for 29er riding.

That sounds like a 29'er rim. You might want to check out Sheldon Brown's site regarding tire/rim compatability. Skinny tires don't work well on wide rims.

As others have said- it'll work fine as long as the tires aren't too narrow. "Too narrow" would be anything skinnier than 700 x 28C. I think they would be fine with 32 or 35 mm wide tires- appropriate for most general purpose riding, particularly if you're a large person.

(FWIW: I'm 6-foot-4, 210 pounds. I've been riding and touring on 700 x 32C tires. No problems, no flats, fast enough for my tastes.)
