Once you get to New Castle, you can pretty much stay on Rt. 9. I haven't ridden this rout, but you should be able to avoid most of the heavy beach traffic.

amazing how much "growth" has been going on there. between strip malls, and housing farms, that landscape has changed!
sorry i don't have answer, just feedback to your quandry. this is not an isolated issue...de has poor bicycle advocacy/inclusion in secondary roads.

It looks like rt. 9 joins up with rt. 1 midway through. From what I remember, rt. 1 is a freeway.

Rt 9 joins Rt 1 at/near Dover AFB. From there down Rt 1 is four lanes, but not a limited access highway; it's probably the most dangerous type of road there is...high speed with cross traffic.

From someone who grew up in Southern Delaware (although never biked there); I would suggest getting to the Western side of the state & going south and then coming directly east from there. Trying to hug the Delaware Bay coastline is not the smart way to go. There aren't enough roads to do a straight shot & the traffic you could encounter is awful. Whereas if you go west, you have a lot more farm roads, less traffic and an overall safer and more enjoyable ride.
