Can you use panniers while a child seat is attached (Giant Progeny to be exact)? I plan on using my bike for some grocery runs and I thought it would be fun if my daughter could go along too. I wanted to find out about the panniers before I shelled out some money only to find out it will not work and have to return them.

Unless you had special panniers I would think they would interfere with the foot wells.
I went a different route - a rack and front basket.
You might consider front rack and panniers, like here:

Child seat and panniers won't work and unless the bike is made for it, you won't be able to carry much up front.
