Economically speaking, if moms were to get paid for their work, the salaries and social value of the people who do fill such jobs (housekeeper, nanny, chef, etc.) would see a serious pay cut. (that damn invisible hand'll spank you when you least expect it) The reason that house elves are valuable is because they don't get paid.

As far as the tip goes, may not be a bad idea.
