I am planning on putting panniers on my Specialized Langster (well been planning for a looong time), probably the Bug. I am debating between Arkel White Rock and Red Rock. Bike is used for regular commuting to school, and grocery store. Would I miss on anything by going with cheaper White Rock?

I had no idea what you were talking about, but I looked them up. Those are not Arkel racks but Old Man Mountain racks that Arkel sells along with their (Arkel) panniers. Take a look at Old Man Mountain's website (http://www.oldmanmountain.com) for more information.

From a quick glance at the specs, it looks like the main difference between the two is the amount of weight they can hold: Red Rock - 60lbs, and White Rock - 40lbs.
