anyone ever spot a (slight) crack in a steel frame----that has not (yet) gone completely through the tube ----that can effectively be "sanded away?"

Recently, on my super vitus frame from 1984 (peugeot), I noticed what appeared to be either a vertical scratch (hopefully) or, a crack on the outward facing side of the left chain stay (on the section of the chain stay that is flattened / widened (on these pugs)) and, after going at it with some #60 paper, I watched it vanish.

My question is, is this how cracks sometimes occur? Small, bigger, then all the way through?

I always thought that they happened all at once---from the surface and then clear through the tube, quickly.

I have sinced primed / painted the area and, b4 and after each ride, at least for a few weeks, I will keep an eye on it.

I suppose my question will be answered if the crack "re-appears" in the same spot.

If it truly was a crack, it will almost certainly come back. Watch that area of the frame closely.
