Rincon is one of the new additions to the USPS team. A little research shows he finished in the top ten in the Tour of Columbia the last three years. In 2003, he finished 4th and won Stage 4. In the Time Trial, he lost 3 minutes to the Stage Winner. He doesn't have any results outside of Columbia, at least I couldn't find any, so he appears to be untested on the continent.
