Inexpensive 27" alloy wheels for gently-ridden tandem?

I may have my wishful-thinking hat on a little too tight here, but does anyone know if there are any 27" alloy wheels suitable for gentle riding on a tandem bike, that don't cost an arm and a leg? It would be nice if I could keep costs under $100/wheel. So far, all I've seen have been many hundreds each.

From what I understand, most wheels would do, if they are double-walled and/or have high spoke counts. Anyone know of such a thing that wouldn't cost more than what I paid for the bike itself, and that's lighter then the steel wheels it came with?

This isn't for racing, or blazing down steep hills while passing cars. Mostly gentle riding in parks, neighborhoods, etc.

Might not be an option this time of year but in the off season I suspect you could find a bike shop to rebuild those wheels for around $100 each. That assumes that the hubs on the bike are in good shape. Otherwise you are just going to have to pay the price.

I wouldn't bother with 27's. 700C wheels are less than 1/4 inch smaller than 27's in radius and if your brakes can handle that amount of lowering of the pads then go with the 700C's. You'll then have a huge number of options that don't exist in the 27 inch world.
