what size should a bottom bracket on a fixed gear road conversion be? the spindle length. 137mm is probably too much, right?

It depends on the cranks, Hank. I've seen track cranks call for between 103 and 111 mm BB spindles... road cranks can go wider. Google it. But offhand, yeah 137 mm seems too wide.

it might also depend on the width & spacing of the rear hub...

I find a good average width about 115.
